Why This Matters for Families

The Family and Medical Insurance Leave (FAMILY) Act is a proposal for a national paid leave program managed by the federal government introduced by Senator Kirsten Gillibrand and Representative Rosa DeLauro.

 

Our Approach

NPL provided implementation-focused feedback on the bill language to Paid Leave for All, an advocacy group. These changes draw on state paid leave programs' experiences with important policy parameters and implementation experiences, and include policy parameters such as:

  1. Using the term “caregiving hours” rather than “caregiving days” to be responsive to the way in which people actually manage their leave

  2. Requiring relevant agencies to enter into data sharing agreements with SSA in anticipation of data sharing efforts that can help streamline delivery

  3. Allowing fast-tracking of certain eligibility determinations to cut down on claims processing times

These recommendations were included and incorporated by bill sponsors Senator Kirsten Gillibrand and Representative Rosa DeLauro when it was introduced in the 119th Congress in September 2025.
